The future of the ‘Environment and Industry’ Target Group Policy*

The government’s ‘Environment and Industry’ Target Group Policy (DMI), with its negotiated environmental agreements, is currently halfway through its scheduled duration and government agencies are deliberating whether this approach has yielded the intended results and if it makes sense to continue it in its present form. This report provides input for the joint position of the provincial executives on this issue. The key question is whether the target group approach and the ‘covenant’ policy of negotiated environmental agreements will stay cost-efficient or effective in the years ahead. The report analyses how effective it has been over the past few years and makes recommendations as to the agenda that might be drawn up with parties for the coming period.
