Sustainability of Haarlemmermeer

Review of cost-effectiveness and efficacy

In its policy programme for 2014-2018 the municipality of Haarlemmermeer has highlighted sustainability, a theme further elaborated in the programme ‘Sustainable 2015-2018’, which outlines steps for transitioning to a future based on a circular economy. Several parties in the local council have asked the Municipal Audit Office to undertake a study on the issue of sustainability. The present report was commissioned by this Office and was carried out in close collaboration with them. The specific question addressed was whether certain basic preconditions are in place for securing the sustainability targets and whether Haarlemmermeer municipal council is adequately fulfilling its agenda-setting and supervisory role in this matter. To answer this question a first-pass review of the council’s sustainability policies was conducted, zooming in on the themes of waste, resources and energy.
