At the request of Transport & Environment (www.transportenvironment.org) CE Delft has assessed how much heavy goods vehicles contribute to environmental pollution, traffic accidents and congestion. The motive for T&E asking CE Delft to conduct this study is that the former organisation wants to use the findings as input for discussions on the EU dossier on the Eurovignette. The outcome of this legislative process will determine which external costs may be passed on in future road toll tariffs.
The report considers the following:
- volume trends
- CO2 emissions
- air-polluting emissions and air quality
- safety
- noise
- congestion.
