The Metropolitan Region Rotterdam The Hague (MRDH) has declared its intention to make mobility within its precincts more sustainable, setting a 30% transport CO2 emissions reduction target by 2025 relative to the current situation (2015). In partnership with Route ZERO, CE Delft has implemented this project in terms of both substance and process.
Quantifying the CO2 reduction targets
Using traffic models, emissions registration and national data, the reference situations for 2015 and 2025 were first established. For 2025 both current and intended (national) policies were taken on board, including the measures proposed in the government’s then recently established Coalition Agreement. A list of potentially effective CO2 reduction measures was then drawn up and indices from the literature used to estimate their quantitative impact in the MRDH region. For regional contextualization of the measures, benchmarking was also carried out on (sustainable) mobility in the MRDH municipalities.
Co-creation process with 23 municipalities
The study was carried out in a co-creation process with the 23 municipalities comprising the MRDH. In a variety of process settings, officials working on transport and mobility issues in these municipalities were actively involved in elaborating the study. Talks were also held with municipal aldermen (with a transport and mobility brief) to inform them about the study, to help them understand the challenges and emission reduction options, and to assess which measures can count on greatest support from the administration.
