Exploring the Apeldoorn energy transition

The Municipality of Apeldoorn has declared its intention to achieve energy neutrality, understood as having its aggregate annual energy demand covered entirely by renewable energy generated within the municipal bounds. The local council has voted to pursue these aspirations via a so-called ‘Top Gear’ scenario with a target of 28% energy neutrality in 2030. The Municipal Audit Committee commissioned CE Delft to review the town’s current sustainability profile and advise on the extent to which the policies currently being rolled out will indeed help to secure the target.
