Baseline measurement of transport CO2 emissions in Noord-Holland and Flevoland

One of the elements of the 2019 Dutch national climate agreement is that Regional Mobility Programmes (RMPs) must be drawn up to make transport more sustainable. As a first step towards such RMPs, at the request of Noord-Holland and Flevoland provincial executives CE Delft has carried out a baseline measurement of current transport/mobility CO2 emissions in three subregions of these provinces: the Amsterdam Metropolitan Area, North Noord-Holland and North-East Flevoland. This includes a review of projected trends in transport CO2 emissions through to 2030, allowing for scheduled national and European policy and the implications of national and European climate targets for the regional level. Finally, the potential of additional regional/local policy in securing transport climate targets is assessed.
